Dan, I'm not sure about this, but I think I've experienced what you're describing. And the issue seemed to be that the engine rendering the chart decided there wasn't enough room to display all the labels. If this sounds like what's happening for you, you might try making the chart wider, or decreasing the point size of the labels, and see if that helps.
