Eclipse plugins normally don't have a clue how to deal with a file that isn't part of a project. There isn't an interface or API that they can implement either to let you know that they can deal with non-project files.
In order to protect users from having to deal with whatever unpredictable behaviour any given plugin may exhibit, all files open in the CFEclipse editor. Feel free to submit an enhancement request if you would like it to work differently.
