In rereading this I gave the wrong impression. When I use integrated authentication on the CFIDE directory the report builder DOES NOT CONNECT to the RDS Server.
When I REMOVE integrated authentication from the CFIDE directory I can then use the report builder as designed. The remainder of the website needs to have integrated authentication enabled because it is part of my security model.
