Excel definitely throws more curve balls than Word does, but in my
experience the best bet for any formatting issues is to create a template in
MS Excel the way you want the eventual product to work. 

Then, once you have the "final product" looking good, do File > Save As and
save the file as a web archive file (.MHT). This saves the file as a single
web page and will have a lot of excel-oriented XML and directives in the
code.

Then, take that file, edit it down (taking out the excess crap that excel
doesn't need) until you can a lightweight version of what will work. 

Then create a web-output based on the file and CFContent it as a .xls file. 

It take a bit of practice to figure out how to wade through the .mht file to
figure out what is good and what is not required... but this process always
gives me the best results.
