Paul, is part of the problem that the anchor value is being appended to CFTOKEN? I've seen an issue before where IE, on IIS only, would append the #foo to the URL variable before it. It was VERY wierd. I saw it on Galleon and ended up adding 'fake' URL variables before hand so only they would get corrupted.
