To cut down the multiple votes as much as possible you would need to have user accounts (verified by email) and only those users can vote. When they do, store their USERID with their vote and check for their ID when they do vote to make sure it hasn't already voted... vote votedy vote vote. If someone wanted to vote again they would have to go through the whole sign up process again with a new email address, validate the account, then go vote... wash rinse repeat. But at least then if someone wanted to stack the vote on a "which browser is better" poll, they would only get 2 or three votes in every half hour or so rather than 1 every 5 seconds by clearing their cookies and/or renewing their IP address. If that's too much work for a browser war poll (I'd have to say that it is) then just store the IP address with the vote and check for those.
