That's the whole idea behind the opinion that it's the best avenue for getting public information to the citenzry. It's probably the only way the information will ever get published in many cases, especially with smaller municipalities with little or no budget for web development and information publishing. Basically the idea is that you can get something for free by letting anyone volunteer to do the work for you.
