This most likely is due to stopping the popup that has been built into the browsers. They have stopped popups from opening when there is no action by the user to initiate the popup. Companies have found ways around this, which I'm sure if you did enough research you could fine it. I would find a different way to do the popup, maybe a div that goes over the whole page. Something users aren't annoyed about.
