Put Subversion on the server and TortoiseSVN on the clients (workstations).
TortoiseSVN integrates into the 'windows shell' (new right click options etc... for checkout, checkin, LOCK, UNLOCK, etc...) So it really doesnt matter what IDE you use, you will have access to the repositories on the desktop level. Eclipse does have Subclipse though... a plugin for Subversion. ..:.:.:.:.:.:.:.:.:.:.:.:.
