Replace it with "skilled worker," and assume that the author is completely unskilled. There are unions in different sectors of the IT industry, and there are more loosely-knit organizations such as the HTML writers' guild, but as far as I can tell if there were a CF union, most of the people around doing CF wouldn't get paid squat.
