Scab is also used to mean someone who replaces an existing worker for a
lower wage. The idea that the guy was trying to get across was that existing
American citizens will be competing for jobs against a foreign workforce
that is brought in partially because of a perceived IT shortage, but also
because they'll generally work for less money. Everyone should read up on
H1B to learn more if they're interested. The original poster was obviously a
reactionary idiot but, that doesn't mean that what he is railing (sp?)
against isn't important.

Obviously the name doesn't apply in this case. Replace it with "skilled
worker," and assume that the author is completely unskilled.
There are unions in different sectors of the IT industry, and there are more
loosely-knit organizations such as the HTML writers' guild, but as far as I
can tell if there were a CF union, most of the people around doing CF
wouldn't get paid squat. Why? Well, remember that skilled worker thing?...
