Yes, you have to buy a full license for development with CF7 if you
can't use the Developer Edition.  Which basically made DevNet
pointless.  Pissed me off too.

It's theoretically possible that there's a properties file in one of
the CF jars that contains that string as a property, which if set to
the empty string would alleviate that problem....
