Have a look at both Subversion and CVS - both work in a similar way, 
whereby no files are locked BUT if two people make changes to the same 
file, these conflicts are flagged up when submitted to the repository. 
It seems to be generally accepted that this is a better way than locking 
files, which is how products such as Visual SourceSafe work. There are 
Eclipse plugins available for both CVS and Subversion. Wikipedia has
