I should have put the "helmet" argument into this email...but just apply the other response to this one, too...
Once I see all motorists, whether driving a car, truck, or motorcycle forced to wear helmets to protect the state from the costs of uninsured motorists' injuries, then I'll believe lawmakers created a helmet law which is fair, worthy of respect, and doesn't just single out a particular group to which to apply the law because the lawmakers aren't inconvenienced by the law they created. Anyway...this is OT...and you're probably right...not analogous to the HTML security issue on the table. (I'm in > Georgia, where we have helmet laws...) The W3C can't force anyone to do anything. They don't have their own army, not even an army of lawyers. They make recommendations, that's all. But in any case, that's a really bad analogy for two reasons. First, you don't just "risk injury", the costs of your injury may be carried by the state if you're insufficiently insured. Second, what you want from a browser is really analogous to asking everyone else not to wear a helmet because you don't want to.
