Subject: CM?

I know the topic has been tossed out many times and looking at Content
Management.
I have a new client that I may want to begin using some sort of CM to
manage the site instead of opening the CFM file, changing it and then
uploading. I have also coded some templates in the past to pull data
from the DB and display (of course). But the template had to be present
first or at least the display structure.

I know people have mentioned FarCRY, 13AMP, WebCM Pro, & etc...
I also know there is PaperThin but that is quite a bit far than the
budget will allow.

Any pros or cons on any of those mentioned?
