Even though I'm sure you checked them, why not share:

CF Server versions? OS? 
Page encoding settings from within the admin?
Default Char set on both machines?

The list technically goes on and on... give us something to work with.

What could possible cause a web application that uses extended/international
characters to work fine in one website/CF instance and not in another?  Even
on the same server!

I, with the help of this knowledgeable list, fixed a small XML based CMS
tool so that it works with MS word special characters such as curly quotes,
em-dashes and accented vowels.  It works great in the website/CF instance I
developed it in on my workstation.  But when I try to move it to the
production environment or another website/CF instance on my workstation it
fails, apparently at an em-dash character in the XML data.

I can not figure out why the different behavior!
