Yes, you can set the HTML refresh option to force a page refresh that would
allow you to provide a second message.

But regardless of the browser's cache settings, isn't there a way to ensure
that the back button can't display the previous page at all?  For example,
if I sign off of my Bank of America page, hitting the back button will not
reveal any cached page; instead, it takes me to a "sorry, you've logged off,
please log in again" page.
