Here's another development...when I type
http://127.0.0.1/cfide/administrator
directly into the browser, I get the directly and file listing of the
administrator
folder.  So it looks like it's find the right directly, but it seems that
Apache just
isn't processing the .cfm file.  If I add /index.cfm to the end of the URL
above,
I get the "Save this file? dialog again.

I thought the reason you were using Apache was so that you could run
multiple virtual servers on your Windows XP machine. If you're using Windows
Server 2003, I would generally recommend that you go ahead and use IIS 6.
There are some features that Apache has, that IIS doesn't, like mod_rewrite,
but there are generally workarounds, etc.
