In IIS 5 you can set ISAPI filters, extensions, etc in the Global Web Site
settings, and they will then be inherited by any new site you create. This
doesn't have anything to do with ISAPI wildcard extensions, which are simply
an alternative way to get functionality provided by ISAPI filters without
the security issues raised by filters.
