it's not so much about what ports are blocked, it's more about what ports are currently in use. i.e. you can have a web server on port 80, a firewall installed, and you still won't be able to install another web server on the same port of that machine. That's why you use a program such as tcpview to make sure the ports in question are not *already* in use by another program.
