You can try a JavaScript set to forward page instead of cflocation in order
to be sure.

I had ~same issue and it was because of cflocation.

Thanks for your reply.

I'm setting the cookie on an earlier page that does not do a CFLOCATION; I
only check for its existnece at the top of the page that does the CFLOCATION
at the bottom.
