Even with smaller lists, you still need to adhere to the CAN-SPAM crap.
Adding an unsubscribe link, and physical mailing address to the message.

I also like to include a link to view the HTML version online which is a
bonus for those who receive the TXT version and then want all the pretty
colors and such of that from the html version.

You may also want to send it as a multi-part message so those who might have
sighed up as HTML but maybe their office computer is setup as txt only will
still see your email.

Absolutely no style sheets, keep the message width under 600px which even on
txt versions you might want to force line breaks.

Another rule is the size of the message it's self. You want the delivery
size to be under 100k. Spam filters check for this along with the text in
the message. Using lots of colored text will be another item which will get
you sucked into the filters as well.

When all said and done, if you can get a (test) message delivered to a AOL
account and MSN account without going to the spam folder you are most likely
able to hit 90 + % of your list.
