Well it could be an issue for CF 8. If the default browser is set up to block pop-up windows I think configure in-browser window gets never appears and all kinds of problems start happening.
I wonder if this was the main issue behind most install issues for CF 7? I also believe people have this feature turned on and forget that it might block that configuring window.
