If you plan to have lots of contributors, and/or you have pages which
contain dynamic and static content, your best bet is to go with a CMS
application like CommonSpot, RedDot, FarCry, etc. Some CMS applications
provide more out-of-the-box functionality than others, and some of these are
quite expensive.

Otherwise, Contribute might be a very good solution, especially if you're
currently already using Dreamweaver templates. Contribute is much more
end-user-friendly than any CMS app I've ever seen.
