Which version of CFEclipse? The toolbars are only available in the 1.3 Beta (versions 1.2.9x). If you are seeing the toolbars, but not the option, perhaps it's an early version of the beta that didn't have the setting (don't know if such a version existed, just speculating), or if you AREN'T seeing them, and there is no option, then you need to upgrade to the beta.
