I would assume he's just going to keep adding more gigs of video as  
time goes by.   Maybe look into Amazon S3 (http://www.amazon.com/gp/ 
browse.html?node=16427261 ) or hosting the video files with someone  
like VitalStream?

That way you pay for the storage costs separately from the web server  
costs.    Then he can find reasonable web server hosting without  
having to keep adding hard drives to a dedicated machine.    To use  
the Amazon example, that means $15/mo for the storage then $.20 per  
GB for the bandwidth.     You would probably end up saving money on  
the hosting costs too, since you wouldn't need as much hardware or  
space for the video.

Just a thought.
