I think that cost is one of the biggest issues. Every other programmer I've spoken with about CF thinks that you have to BUY the server just to host a single CF site. It's like they don't even realize that there might be CF based hosting companies.
I also think that while there's a decent amount of KICKING CF projects, there needs to be WAY more, and they need to be way better publicized. Look at the stuff that 37 Signals is doing.
