The idea was to cause the client to have to only add one number,
between the two current positions, say assigning 25 to the newcomer,
between 20 and 30.  Then, before depositing into the db, crunch the
numbers to round any positions above the new insert, and the insert itself,
up to the nearest number evenly divisible by 10.

That way, they client only enters one number per agent each time a new one
comes along, and because of the re-ordering, there are always slots for
newcomers who don't get placed on the bottom of the pecking order.

Another thing is that if you do it based upon a number and let the client
order by the number, he will be re-ordering all the time when new agents are
hired. I would not do it that way myself since the agents could change quite
often.
