Are you running CF standard or enterprise? CF Standard does send out emails fairly slow, and I believe only uses 1 thread. You can try the free version of IMS - IMS Lite which I believe does 5 threads. We've switched to using it in the past to speed up mail delivery with great success. Now that we're on enterprise though, it's no longer an issue.
