If I recall I think in IIS you can configure it so it doesn't HAVE to have the 
files to actually run.

I remember seeing this somewhere, but no idea when / where.

Not sure it would work.
In order to have any CF code called from a directory, you need
1. the directory physically exists on the server,
2. something like index.cfm defined as the default page.

Then the directories are not virtual anymore.
