Josh, You refer to customers who don't have javascript enabled as "javascript-challenged." Since not using javascript would take some knowledge and tinkering, wouldn't it be more likely that those who don't use javascript are advanced users and just simply choosing not to use javascript?

This all depends your intended audience, and the purpose of your website. I run a mission-critical eCommerce site, so we have to make sure our javascript-challenged customers can still buy stuff.
