That step is almost always 16ms for us. (On that note, why does that 16ms
value come up so often? Coincidence? Inquiring minds want to know.) One
thing to try would be enabling the "trusted cache" in the IMail admin
interface, to see if that helped your execution times... in our experience,
that'll usually speed up things by a factor of 2.
