I did a crappy job of explaining my problem. 

My site root is in the wwwroot folder. I'm using the built-in webserver. 

If I use root-relative paths, I think it's lookin from wwwroot/, instead of the 
site root forward. They don't show. 

But up on my CT server, the images show correctly. So if I have a common header 
that spreads across multiple directories, it needs to find that same image in 
the same  image folder. Is a site root relative link the way to go here?
