Wow I didn't realize Apache would work under Win98.

If you want something free for Win98 the only solution, in my opinion, is
Apache. An new version, 1.3.14, was released just the other day. If you use
a specific server for work I would see about getting a developer copy, if
available, so that you remain in the same environment. Otherwise, Apache is
the deal.

If you have the means, go get win2k and install IIS on your dev. machine. I
have win2k installed with IIS as my dev machine and it works great. If not,
then Apache.
