The config file or the circuit file? I think there was an fbx_settings.cfm and fbx_circuits.cfm where you would do "config" type stuff. Are you talking about the fbx_switch.cfm vs the circuit.xml.cfm? The XML really isn't that complex. 10 minutes should be enough to familiarize with the syntax used in there.
XML is just another structured language probably much simpler than HTML.
