Section 1.3 of the Bluedragon Software License Agreement very
specifically prohibits the use of BlueDragon Server Free Edition for
"commercial web hosting services" and prohibits sublicensing, which is
essentially what a web hosting provider would be doing.

It also very specifically says that the free version can be used for
"non-commercial and non-governmental deployment".

You can argue the defintion of "non-commercial" but IMO it's not
restricted to "selling" something.  building a simple brochure web
site for a company would be "commercial use"
