Outlook blocks image downloads of non trusted senders. If it is something the user opted in for, they will probably add the address to safe senders list or just click "Download images" in each message. I'd be rather ticked off if my ISPs "spam filter" blocked html emails or images. There's really nothing to debate here so I don't know why it's turning into one... everyone has had (or eventually will have) a database with users who have gladly given their email addresses and opted to receive some sort of email... why would they object to you knowing they get it if they asked you to send it? :-)
