First you have to have a web server with an internet connection and port 80 open to http traffic. You'll also need the domain name pointed to the IP where your web server has the open port and may need to configure your firewall to pass through traffic to that server via the internal IP schema you are using.
Then you'll need a web services tool like apache or IIS to configure the web site for service. Assuming that is done, you'll then need Cold Fusion installed at the root level of your web root directory. If you've purchased Cold Fusion web server you're good to go. If you're only using the development server, then I think you can only run three concurrent sessions. You'll need a CF server license. If you're using a data base you'll also need to ensure the DB is on your server and that you have sufficient licensing for the DB (if needed). That depends on what you are using. All this aside, your best bet is to just find a CF host and post your site there. Hope that helps some. There is a bit to it if you're hosting your own. Robert B.
