To be honest, I can't see why anyone would want to use express comercially.
Sure it possible could be, but I don't think there would be enough functions
to do anything decent. Correct me if I am wrong!

You're on the wrong track here. The ISP will be using the freely available
Cold Fusion Express server. I am not too sure if the Express version can be
used commercially though.
