To upgrade wsconfig.jar, all you should need to do is replace the old wsconfig.jar with the new one, then run the web server configuration tool. You will need to ensure that anonymous users can read/execute the directory containing the DLLs created by wsconfig.jar. On Windows, you can simply allow read/execute to the "Authenticated Users" group for this.
