I may be incorrect here (and/or maybe it's changed), but I remember
wanting to set up that exact environment at a previous job, and was
told that the license for developer edition was specifically to run on
a workstation... -not- a server (be it dev or stg or prd).

I'll see if i can find anything in writing to back this up.
