Good discussion. This is why I asked the question. We fall into the load and testing realm because we simply cant put up changes the impact the production system adversely. The simplest form of the question is, Do we need to buy two licenses of Enterprise to deploy a development and production environment? If that is the case, it unfortunately became that much more expensive to work with coldfusion.
