But I maintain the databases myself using Navicat.
I don't see what they would have to do anything, unless
it's permissions setting or something.  A one-time setup
fee, if they have to actually do something, would be acceptable,
but not $5 per month per database...

And you're right... encouraging people to use Access is not wise.

Well, I think the issue with Access being free while additional MySQL
databases are not could be even more of an issue. Ever seen a site try to
run on Access and suddenly get a lot of traffic due to a mailing to their
customers? It's not pretty, and the last thing you should do is have a
policy that encourages use of Access. But regardless, it does seem like they
could just charge a one-time setup fee for their time to create additional
databases and just base your usage on disk space instead.
