Jared: You can't necessarily force Notepad, but you can output the text file as an attachment and allow the end user to open it in his or her default app associated with TXT files. Give this a shot:
<cfheader name="Content-Disposition" value="attachment; filename=file.txt"> <cfcontent type="text/plain" file="C:\filepath\file.txt"> Make sure you do not output anything else to the browser... including whitespace and debugging info.
