I wrote a form generator and submitted data handler into my ContentMonger CMS years ago. Supports every form type, secure forms, handles data encryption where desired etc. etc. Let the editors build and manage their own forms, I say :-).
A year or so ago I put in hooks that let developers tie in their own custom form processors; either to supplement or entirely replace ContentMonger's built in form processor. Its a killer tool, but I understand why so few do this.
