I have tried both services under the Administrator account and still get the
same error.

I may have to try reinstalling .NET service but the installation had no
errors in the log.

I am running a Windows domain account for ONLY the CF8 Application
Server service.  The .NET service is running under Local System.

The domain account is also an administrator on the local CF server.

I am able to run .NET code with this setup.

The user is Local System so i'm not sure. This is the default on
