I think one of the huge selling points of php (also for e.g. jsp and asp(.net) to some extent) is the huge body of ready-made applications, most of them open source. Look at the availability of full-featured CMS's (what is the plural of CMS?), message boards, configuration panels. Squirrelmail is just one example of a "killer-app". The list goes on.
