Ok I know this probably is not realistic for you all, we use webMethods internally and we can create a Business Process then simulate it and see where the bottle necks are and capacity plan appropriately (this uses a bunch of statistics that I only marginally understand but I know how to plug them in ;). You might see if there is some sort of capacity planning or simulation tool that you could run the registration through to estimate how many of what you need, or how fast a certain process must work.
