I believe, and correct me if i am wrong, that the 404 header is sent by the 
returned page (your default 404error.html page).  I think, without researching 
it, that the browser doesn't know the disposition of the page until it is 
returned by the server.  Definately something to look more into.  fiddler2 
would reveal that.
