I don't suppose you can set up a similar server, but install the 32-bit version 
of the OS (I know, memory will be an issue depending on your Windows license).  
Based on what MS has in this article (http://support.microsoft.com/kb/896456), 
I'd point the finger at the fact that you're running 32-bit binaries on a 
64-bit system.  This snip in particular from the KB, "Some 32-bit programs may 
run slower on these operating systems than they would on 32-bit versions of 
Windows Server 2003 and of Windows XP. "

But I've not had to deal with this issue first hand (yet).  Hopefully when 
Adobe release the 64-bit binaries it well help your situation.
